I. THE IRAQ WAR

EIGHT IMPORTANT ACTIONS

  1. Urge your member of Congress to co-sign the “Rush Holt” letter to President Bush on refraining from the use of nuclear weapons in Iraq. See “Nuclear Notes” (Section V below) for details.

  4. Place a light in your window for peace. Win Without War asks everyone to show the spirit of peace by placing a light or candle in your window. Keep hope alive. INFO: www.winwithoutwarus.org.

  5. Wear a black and yellow arm band. Students and others across the country are wearing black arm bands to denote mourning. Add a yellow stripe to indicate your concern that American troops arrive home safely, while still showing that you mourn all loss of life in this war.

  7. Call to action for decentralized actions on Iraq (4/4-6). Join in United for Peace and Justice's national call for action from 4/4-6 to commemorate Dr. Martin Luther King Jr's assassination and voice support for a quick end to the war. II. FEDERAL BUDGET WATCH

THE PRICE TAG FOR WAR
On Tuesday, March 25, the administration officially unveiled its $74.7 billion supplemental spending package that includes funds for (a) fighting the war ($63 billion), (b) relief efforts & immediate reconstruction ($8 billion, including $5 billion in aid for “supportive” countries affected by the war, like Pakistan, Israel, Jordan and Turkey), and (c) beefing up security at home ($4 billion).

The money covers anticipated expenses for only the next six months.

OF NOTE

  • The president asked that Defense Secretary Rumsfeld be given broad latitude to allocate a $59.9 billion "Defense Emergency Response Fund” -- i.e. a discre- tionary fund that would allow Mr. Rumsfeld to move money around at will. A few Republicans joined Democrats in saying that Congress must maintain an oversight role on military spending in Iraq.

  • New war costs could bring the fiscal year 2003 deficit to $400 billion.

  • Lawmakers said the request would be approved within two weeks. House and Senate Appropriations committees plan to mark up the supplemental this week, and House Republican leaders have scheduled floor action on the package for late in the week.

  • Two areas of debate are homeland security and the plight of U.S. airlines.

THE FEDERAL BUDGET PROCESS: Emerging Blueprint
On Wednesday, March 26, the Senate approved a $2.2 trillion budget resolution for fiscal year 2004, which begins Oct. 1, 2003. The bill cut the president’s proposed $726 billion tax cut to $350 billion.

The budget resolution serves as a blueprint for tax and spending legislation that Congress will consider in the months ahead as it completes the fiscal year 2004 budget.

The Senate-approved resolution now moves to a Senate-House conference committee where Bush allies will work to restore some or all of the tax cut. The House voted earlier in March to allow the full $726 billion tax cut proposal.

If the national debt is $6.472 trillion, and the population of the United States is 292 million, then each man, woman and child in the U.S. is in debt for $22,200.

If the war in Iraq costs $200 billion, then each man, woman and child in the United States will owe approximately $685 for the war.

So, what about the $300 that was paid to each taxpayer (not every man, woman and child in the United States)? Was that supposed to keep us quiet?

IMPORTANT VICTORY FOR VICTIMS OF DOMESTIC VIOLENCE
Senator Joseph Biden (D-DE) announced on March 25 that the U.S. Dept. of Justice (DOJ) will reverse its original course and make the Violence Against Women Office a free-standing entity within the Dept., rather than reducing its significance by keeping it in the Office of Justice Programs. Senator Biden, author of the original law that created the Office, received word from Attorney General John Ashcroft that the Violence Against Women Office would in fact become a separate, high-profile office within the DOJ, with a Director who is appointed by the President and confirmed by the Senate.

What does the federal budget say about our nation’s values?

On Tuesday, as President Bush was asking Congress for the first installment of the hundreds of billions of dollars needed to finance the war in Iraq and its aftermath, the students and teachers at a high school within walking distance of the White House were struggling through their daily routine in a building that has no cafeteria, no gymnasium, no student lockers, not even a fully reliable source of electricity. -- Bob Herbert, The New York Times (3/27/03)

As Congress approves a $75 billion supplemental spending package for war, and writes a budget resolution for fiscal year 2004 that contains huge tax cuts, consider the following:

Proposed cut -- food stamps
Proposed cut -- child care
Proposed cut -- workfare
Proposed cut -- child nutrition / school lunch programs
Proposed cut -- health care for the poor
Proposed cut -- veterans’ programs

The House approved $265 billion in spending cuts. Three-fifths of the cuts are likely to fall on the impoverished, the disabled and the working poor according to the Center on Budget and Policy Priorities.

KEEP FIREWALL IN U.S. POLICY GOVERNING THE USE OF NUCLEAR
AS OPPOSED TO CONVENTIONAL WEAPONS.

NORTH KOREA NOTES
On March 28, Japan launched two military spy satellites into orbit in order to monitor North Korea, in spite of North Korea’s threat that this move could prompt it to drop a 5-year, self-imposed moratorium on long-range missile firings. (No.Korea fired a missile over Japan in 1998.) Japan may acquire missiles with enough range (650 miles) to knock out No.Korean missile sites.

There is no progress on the diplomatic front. On April 10, North Korea’s withdrawal from the Nuclear Nonproliferation Treaty will take effect.

RITE AID FEELS THE POWER OF THE MINUTE WOMEN IN EUGENE!
Congratulations to the Minute Women of Lane County WAND who succeeded in pulling Easter baskets with toy weapons and grenades from the shelves of Rite Aid! After LCW Minute Women sent over 200 postcards and contacted the media, including the Eugene Register Guard, the manager of Rite Aid pulled the baskets before attending a meeting requested by the Minute Women! Children of War: The Face of Conflict in Iraq (4/1)
Tues., 4/1, 7:30 pm * Beneficent Ch, 300 Weybosset St., downtown Providence (up from the Providence Performing Arts Center) An evening of theater, politics and music to highlight the plight of the children of Iraq and the humanitarian cost of war.

Featuring Woody Harrelson, Tony Kushner, Oskar Eustis, Barbara Lubin of the Middle East Children’s Alliance, Prof. Neta Crawford of Brown's Watson Institute, and an excerpt from Tony Kushner’s new play on the children of Iraq, "Only We Who Guard the Mystery Shall be Unhappy," starring academy award-winning actress Marcia Gay Harden and Trinity Rep's Anne Scurria.

Plus musical performances from acclaimed West African musicians and dancers Seydou Coulibaly, Issa Coulibaly and Abdoulaye Diallo; and roots-rocksters Ry Cavanaugh and Jennifer Kimball of Boston’s urban country sensation, Maybe Baby.

Make soup.
Play music, learn the word for thank you in three languages.
Learn to knit, and make a hat.
Think of chaos as dancing raspberries,
imagine grief as the outbreath of beauty or the gesture of fish.
Swim for the other side.
Wage peace.
Never has the world seemed so fresh and precious.
Have a cup of tea and rejoice.
Act as if armistice has already arrived.
