I. FEDERAL BUDGET WATCH

An Eye on the Process - FY'04 Appropriations. It's your money.

The Fiscal Year 2004 Appropriations process -- that stage in writing next year’s budget when exact dollar amounts are assigned to specific programs through 13 Appropriations subcommittee bills -- is cranking along in Washing- ton this summer. Appropriators have $784.7 billion to spend -- i.e. they are appropriating the federal “discretionary” budget, which does not include “mandatory” items such as Medicare, Social Security, and interest on the debt.

So, how is it going? Once again, Congress plans to spend the lion’s share of our discretionary budget on the Pentagon. On June 26, the House Appropriations Committee approved a $368.7 billion Department of Defense spending bill that does not include billions for nuclear weapons, which are funded through the Department of Energy, nor does it include billions for the war in Iraq. Even this bare-bones (ie. minus nukes and Iraq) $368.7 billion appropriation is $4.3 billion more than we’re spending in the current fiscal year.

What are we buying with all this money? Here’s a glimpse of the bill:
New aircraft = $74 billion
Weapons research = $64 billion
Shipbuilding = $11.5 billion
Missile defense = $9 billion

No military in the world can begin to compete with the Pentagon, and yet we are pouring tens of billions into an ever more expensive and lethal war machine.

Meanwhile, states are in the worst fiscal crisis in 50 years and are cutting services, laying off workers, and raising taxes. High-priority programs such as K-12 education, Medicaid, higher education, public safety, and aid to cities and towns are all experiencing cuts.

Why don’t we trim the Pentagon budget and put that money toward desperate human needs at home? According to Rep. Jerry Lewis (R-CA), chair of the defense appropriations subcommittee, Pentagon spending soars because this is what we want: “There is no doubt the American public is very, very supportive of spending sizable dollars on our national security.”

A PRESCRIPTION DRUG BENEFIT FOR MEDICARE

Last week, both houses of Congress passed legislation to provide prescription drug coverage under Medicare and inject more private-sector competition into the program. The Senate passed its version (S 1) 76-21, the House, 216-215. Finding a compromise between Senate / House versions of the bill will be challenging and could take months, yet the White House wants a Rose Garden bill-signing ceremony at the end of July, on the anniversary of the date that President Lyndon Johnson signed the original Medicare bill into law in 1965. OF GREAT IMPORTANCE: Keeping the Lid on Low-yield Nuclear Weapons

ACTION: Look over this list of conferees for the 2004 Department of Defense Authorization bill. These conferees will make a critically important decision about whether or not to maintain the ban on development of low-yield nuclear weapons. Lifting this ban is a step toward “usable nukes” -- that is, a step toward nuclear war. If your Senator and/or Representative is on this list, call them with this message: Maintain the ban on development of low-yield nuclear weapons. I urge Congress to adopt the House version of the Defense Authorization bill on low-yield nuclear weapons because it more effectively maintains this ban.

BACKGROUND
In late May, as part of the FY’04 Defense Authorization process, the House Armed Services Committee adopted language permitting research on low-yield nuclear weapons, but retaining the 1993 “Spratt-Furse” ban on development, testing or production. Final language adopted by the Senate permits research, but requires the Administration to return to Congress with a request for funding for development, testing or production. The House version is stronger and we are advocating its adoption in the conference agreement.

$15 MILLION For NUCLEAR BUNKER BUSTER
Floor amendments expected in House and Senate during July

ACTION. Contact your Members of Congress with this message: We urge you to eliminate the $15 million funding contained in the Administration’s Fiscal Year 2004 budget request for the second year of a 3-year feasibility study of a nuclear version of the bunker buster weapon, the Robust Nuclear Earth Penetrator. We believe taxpayer dollars would be better spent in other ways.

BACKGROUND

  • The nuclear bunker-buster would be an existing nuclear weapon, redesigned for use against underground bunkers. It would have a yield 70 times the size of the Hiroshima bomb.

  • Supporters suggest that these weapons would allow the destruction of deeply buried targets without causing massive collateral damage. However, since weapons cannot penetrate deeply into the ground, destroying deep, hardened targets requires powerful, high-yield nuclear warheads. The explosion cannot be contained underground. The radio- active debris thrown into the air can drift for hundreds of miles on the wind.

  • There are other, non-nuclear, ways to destroy underground bunkers without the problems associated with nuclear weapons.

  • This initiative would further weaken already struggling international efforts to halt nuclear proliferation. U.S. credibility with the international community will erode if it seeks to upgrade U.S. nuclear weapons while demanding that Iran and North Korea disarm.

PLUTONIUM TRIGGER PLANT

The Department of Energy (DOE) plans to construct a new plant to manufacture plutonium triggers, known as pits, for the U.S. nuclear weapons arsenal. DOE is holding public hearings on this plan. Building this plant would not be necessary if we were to actually reduce the number of nuclear weapons in our stockpile.

Five possible sites for the facility are: Los Alamos National Lab, NM; NV Test Site; Carlsbad Site, NM; Savannah River Site, SC; Pantex, TX.

Represented by the Alliance for Nuclear Accountability (ANA), over 120 organizations have signed a letter opposing this plan and stating that a Modern Pit Facility would, "waste billions of taxpayer dollars, threaten global nuclear non-proliferation efforts and create further environmental contamination and health risks for workers and community members."

According to the Energy Department, the Modern Pit Facility will cost between $2 and $4 billion to construct and $300 million per year to operate.

“This proposed plutonium explosives factory will be dangerous for its employ- ees,” concluded IEER President Dr. Arjun Makhijani. “The Department of Energy’s own radiation dose estimates indicate that several workers would die of cancer over the life of the plant as a result of their exposure. It seems uncon- scionable to propose to build such a risky and unneeded facility when the DOE is only just beginning to compensate workers that it put at risk during the Cold War after fifty years of denial of harm.”

The proposed plant could also be used to make plutonium cores for new bomb designs. Two new types have been proposed by the U.S. government: “mini- nukes”… as much as 1,000 times bigger than the one Timothy McVeigh used to destroy the Alfred P. Murrah Building in Oklahoma Cityand “bunker busters.”

“Building large numbers of new bombs that could be used in nuclear war-fighting seems to be the real purpose of this plant,” said Dr. Makhijani. “This is a dan- gerous drift towards usable nuclear weapons that is in violation of U.S. commit- ments under the Nuclear Non-Proliferation Treaty.”

IRAQI WEAPONS CLAIMS: Holding the Administration Accountable
Leading up to the war in Iraq, President Bush told the American people that the administration had proof that Iraq possessed weapons of mass destruction that posed an imminent threat to the U.S. To date there is no evidence to back this claim, nor is there evidence of Iraqi ties to al-Qaeda or the 9/11 attacks. The continued failure to account for these discrepancies has generated a crisis of credibility at home and abroad.

What did the administration know about Iraq's weapons programs? Was intelligence information manipulated to justify the war? Congress has a vital role to play in finding the answers to these questions.

ACTION

INDEPENDENT COMMISSION. Urge your Senators and Representative to join the call for an independent, bipartisan commission to investigate the discrepancies between administration claims about Iraq’s weapons programs and actual findings.

Last week, Rep. Henry Waxman (D-CA) and 22 others introduced H.R. 2625, a bill to establish the Independent Commission on Intelligence about Iraq. Please urge your Representative to cosponsor it.

Exciting news in the world of STAND.
A handful of great STAND delegates will be representing STAND/WAND in a seminar sponsored by Pugwash in Washington D.C. in July. The confer- ence draws high school and college students and its purpose is to educate them on responsible integration of science and technology in the world today.

The Pugwash conference has been a great rallying point for STAND members. Some are really taking the initiative to get STAND kicked into high gear. The game plan is for those attending this conference to use knowledge gained to educate others, and to use this as a kick start for future STAND activism.

OHIO WAND
The newly-forming Ohio WAND chapter has been involved in a great deal of activity in the Cleveland area. Beginning back in January, the group participated in "Voices Against The War," the largest peace rally to date in Cleveland with over one thousand participants. The chapter is now participating in a Voter Registration Drive focused on the 2004 Election.
